CDHWS manages a large number of heat supply, water supply and sewerage facilities for third-party consumers. In connection with changes in the current legislation, the Central Directorate of Heat and Water Supply needed to find an effective way of automated data transfer to Housing and Utilities GIS (H&U GIS), taking into account the peculiarities of the geographically distributed structure of the company, which is not provided for by the general standards of the Federal H&U GIS System.
To comply with federal legislation, it is necessary to disclose information about suppliers, contracts, housing and communal services facilities, personal accounts, meter readings, charges, payments, etc. According to the law, companies are obliged to post this data in H&U GIS starting from July 1, 2017.
Softline was selected as a partner in the project on a competitive basis, offering to use the cloud service RIAS Housing and Utilities (RIAS H&U), which meets the requirements of the CDHWS.
The system is designed to collect information from branches, representative offices and separate subdivisions. At the same time, monitoring is possible, which allows to determine by whom and from where the information was transferred. The cloud solution does not require the installation of additional software on the PC. It takes 2 to 7 days to start up the system, after which it is ready to go. Information management is available through a web interface or API. The use of such a solution greatly simplifies the collection, preparation and transfer of data to the H&U GIS.
In the RIAS H&U, most of the information is collected from various sources, including the accounting systems of CDHWS divisions. This information is automatically posted to H&U GIS.
The process of collecting information within the branch is not yet complete, as new registries are gradually being connected. This requires individual configuration of the service taking into account the specifics of the organization.
Before the implementing of RIAS, CDHWS directly posted data to H&U GIS. However, it was impossible to determine and control which department sent them. Now this information has been imported and distributed in the RIAS H&U by structural divisions in a single database for automatic export to H&U GIS.

Thanks to its partnership with Softline, CDHWS can effectively carry out all actions to comply with law No. 209-FZ "On the State Information System for Housing and Utilities", which requires companies working with the housing and communal services fund to post information about their activities to H&U GIS. Also, this allows to use the array of data and information for analysis and planning.
